Why would that be chilling? I think practice of anonymous sources has done our country incalculable harm. Ask Wan Ho Lee, ask Valerie Plame.
Without shield laws sources would have to be honest or take the consequences of dishonesty.
Real whistle blowers are found out anyway. Just ask Dr. David Kelly.
