We also get "tie" ranks in the PubSub LinkRank system. I don't think this is really a problem in the Technorati system. Such ties are probably inevitable in most systems that aren't completely arbitrary.
The rank is based on ordering by the number of front-page links from distinct blogs. Naturally 2 blogs can have the same number of these, and thus the same rank.
The rank basically tells you how many blogs have more links than you.
